本报告应具有两方面作用：一方面，作为用于设计校核的船舶操纵模拟研究现行方法的参考资料，包括对安全性与通航便利性的论证。其次，本报告还应充当入门手册，供所有从事航道校核但船舶操纵模拟经验较少甚至完全没有的专业人员使用。
The report shall be twofold useful: on the one hand, as a reference on the state of the art in approaches to perform ship handling simulation studies for design checking, including proof of safety and ease of trafficability. Second the report shall serve as an introductory handbook to all professionals dealing with waterway checking but with low or even none experience with ship handling simulation.
